I walk through Tom Cotton’s interview with Kristen Welker, where he serves up a straight-faced list of excuses for why two bombed, shipwrecked men somehow weren’t trying to surrender. Maybe they were flipping their capsized boat back over. Maybe they were signaling the cartels.
